Weekly FAA OE (Obstruction Evaluation) Summary Reports.
 The FAA releases weekly update databases of Obstruction Evaluation (OE) filings. Every week, JCSI processes and analyzes these updates to produce summary reports of new filings, by FAA region, in a readily digestible format.

The nine FAA regions are:

 

          - Alaska (AAL)

          - Central (ACE): IA, KS, MO, NE       

          - Great Lakes (AGL): IL, IN, MI, MN, ND, OH, SD, WI

          - New England (ANE): CT, ME, MA, NH, RI, VT

          - Northwest Mountain (ANM): CO, ID, MT, OR, UT, WA, WY

          - Southern (ASO): AL, FL, GA, KY, MS, NC, PR, SC, TN, VI

          - Southwest (ASW): AR, LA, NM, OK, TX

          - Western Pacific (AWP): AZ, CA, HI, NV, GU, AS, MH

 

Why is this information useful? The preliminary FAA OE (Obstruction Evaluation) filing is frequently the earliest indication that a tower or other structure is planned for construction, because they are often posted days or even weeks before formal FAA Determinations are issued.

These reports provide a useful tool for wireless professionals to maintain awareness of current siting developments in their market region. Carrier RF engineers and deployment managers use these reports to identify potential co-location opportunities to support their emerging coverage and capacity requirements. Tower owners and management companies use this data to spot competitor activity in the vicinity of their sites, particularly for towers yet to be constructed. Tower construction and maintenance companies use the reports to identify potential new clients for their services.


The weekly OE summary report for each FAA region is delivered in a zip-compressed folder that contains a KML file that opens in Google Earth. Within the KML file, OE filings are classified into four different categories; the categories are separated into folders that can be independently toggled on or off as necessary. In the map, each category has a unique symbol:

- Communications Structure – Not Built (Yellow Diamond)    - This category includes “traditional” communications structures (monopoles, guyed, self-supporting) and stealth structures (mono-trees, faux water towers, bell towers, stealth flagpoles, etc.).

 

- Communications Structure – Built (Green Square)

 

- Non-Communications Structure with antennas (Magenta Square)    This category includes “non-traditional” structures (water towers, buildings, utility poles, billboards, stacks, silos, etc.) being used to mount antennas.

 

- Non-Communications Structure (Orange dot)    This category includes buildings, bridges, power transmission lines, etc.

 

The Weekly FAA OE Summary Reports also include FCC ASR (Antenna Structure Registration) new structure filings for each region.

Each report includes an Excel spreadsheet which corresponds to the Google Earth KML file.
